Louise writes to Monsieur Portail, the Director General of the Company, who is visiting some of the houses. Louise tells him about the general atmosphere of these communities and speaks of the character and abilities of some of the sisters.

A decree of Napoleon once again suppresses the Congregation. The reason for this action was due to the fact that the Superior General would not allow the Daughters of Charity to be dependent on the Archbishop of Paris, the uncle of Napoleon.

After 17 years of exile the Vincentians return to Madrid.
