POSTULATUM --- IV GENERAL ASSEMBLY VMY - 2015

[1] PREPARATORY COMMISSION: Eliminate #9.1 and in the section dealing with the composition and the convocation of the Assembly it should be stated: “The Assembly will be legitimately constituted if at the time of the first convocation (specify date and time) half the number of delegates plus one are present. It at the time and day for which the Assembly was convoked there is no quorum, said Assembly can begin thirty minutes later (at the time of a second convocation) with the members present.

Reasom - The manner in which article #9.1 is redacted there is no possibility of celebrating a General Assembly if there is no quorum. There is no possibility of celebrating the Assembly in a second instance with those present.

[2] PREPARATORY COMMISSION: Revision of the International Statutes with regard to Marian Consecration as a criteria for election on the international level.

Reason - In order to actualize the experience of the VMY on the international level the Marian consecration should be highlighted as a criteria for the election of the international leaders.

[3] COLOMBIA: A school of formation

Reason- During the last Assembly we were encouraged to deepen our understanding of the Vincentian and Missionary characteristics. We believe that it is necessary to continue to strengthen these dimensions of our life through on-going formation. In this way we promote autonomy with regard to leadership and the protagonism of the young men and women with regard to their ecclesial and missionary commitments. In this way all are capacitated to respond to the call of Pope Francis to go out to the peripheries

[4] COLOMBIA: Develop a communications plan

Reason - We feel there is a need to make better use of the means of communication on every level of the VMY.

[5] SLOVAKIA: Strengthen the Marian understanding of our Association

Reason - The VMY was established as a result of the Virgin’s request and we feel that has been forgotten and therefore this understanding should be reinforced.

[6] SLOVAKIA: Allow the advisors to vote during the General Assembly

Reason - We believe that it would be just and beneficial to allows the Sisters, priests/brothers to vote during the General Assembly. They are very aware of the situation of the VMY in the country where they minister and play a very important role in the development of the VMY.

[7] SLOVAKIA: Chastity and virginity

Reason - Chastity and virginity are very important in today’s society and therefore young men and women should be encouraged to live a life of purity.

[8] ERITREA: A member of the International Council should visit the various countries during the time of their National Assembly Reason - This will allow the members of a specific country to know the members of the International Council and will also allow the International Council to see how the Association is developing in said country.

[9] ERITREA: Our Association should give special attention to the question of immigration and should have a gathering with such individuals. We should care for immigrants

Reason - Immigration is one of the new forms of poverty in our time and as Vincentians we have to look for solutions to this situation. They are members of our Association and they are evangelizing many young men and women.

[10] PHILIPPINES: Intensify the participation of the lay advisors with regard to the appointment of national and regional lay advisors

Reason - Take on various responsibilities as they collaborate with the national and regional councils; in order to sustain our Association and its mission; as a lay Association we are called to entrust the various roles of leadership to those who have assimilated our Marian spirituality.

[11] MADAGASCAR: Many members ask about the possibility of remaining in our Association for the whole of their life … they do not want to join other associations. Therefore, we inquire about the possibility of having these individuals remain with us and the possibility of using another name for them such as, the elders in the VMY.

Reason These individuals love the VMY and want to remain in the Association and would like to see something created for them.

[12] LEBANON: Create a new structure within the Association adapted to the needs of the young men and women with regards to material for on-going formation of the younger members of the Association.

Reason - Young adults could become the catechists of the younger member of the Association but must be able to form these younger members in accord with the vision of the VMY.
